Rental Weatherization Inspections 2. The residence has been constructed on or prior to April 15, 1976 and 2 to 4 units and has "never" been issued a certificate of compliance and will not be occupied by the owner. 3. The residence has been constructed on or prior to April 15, 1976 and has 4 units or more and has "never" been issued a certificate of compliance. "It makes no difference if it is owner occupied or not". 4. Mobile Homes are exempt.
What the Inspection Criteria's are!1. Doors need to be insulated doors or else non-insulated with a storm door and tight fitting.2. Windows need to be insulated or single pane with storms and tight fitting with putty in place in the building envelope. 3. Caulking needs to be in place where required. 4. Weather stripping on window and door cracks larger than .1 inches. 5. Blower door testing can be requested but is usually not done. "This is to justify not doing other certain envelope air leakage repairs." 6. Box sills "where accessible need" R-19 insulation if possible or R-11 if space is limited. 7. Floors over (accessible or 18" minimum height) vented crawl spaces need to be insulated to R-11 or R-19 which ever will properly fit. 8. Forced air ducts in a vented crawl space need R-5 insulation. 9. Steam heating pipes in vented crawl space need R-4 insulation. 10. Hot water heat pipes in vented crawl space need R-2 insulation. 11. Domestic water pipes in vented crawl space need at least R-2 within 5' of a water heater. (It may be prudent to do more than the requirements). 12. Shower flow restrictors <3 GPM max. (1 quart in under 5 seconds meets criteria) 13. Attic hatches need R-5 for side doors and R-19 for over head hatches where they are located within the heating envelope. 14. Attic insulation if under R-19 needs to be brought up to R-38 or maximum allowable which ever is less. 15. Attics where accessible need upper and lower venting to split to equal 1 sq ft per 300 sq feet of attic floor surface area. Crawl spaces that are vented need a vapor retarder. These things can possibly be checked by you prior to me visiting the residence and corrections then also could be done to save time and a return trip. Note: In the state standards, there are pages upon pages of inspection criteria that is not listed here. |
